Weekly Legislative Priorities Spotlight: Addressing Funding, Inclusion and Supports in Special Education

This week, we’re highlighting another of the Washington State PTA’s “Top Five Priorities” — Addressing funding, inclusion and supports in special education. [See all “Spotlight” articles]

Special education funding and resources are essential for ensuring that every student, regardless of ability, has access to a high-quality education. However, many schools face significant gaps in meeting the needs of students with disabilities due to inadequate funding, insufficient staff, and a lack of inclusive practices.

Why This Matters

  • Underfunded Mandates: Special education programs are often underfunded, leaving schools to make difficult decisions about services and staffing.
  • Growing Needs: The number of students requiring special education services continues to grow, but resources have not kept pace.
  • Inclusion Challenges: Without adequate training and resources, many schools struggle to create truly inclusive learning environments.

Action Plan: How You Can Help

1. Advocate for Full Funding

Write to legislators and school officials, urging them to prioritize fully funding special education. Use district data to highlight funding shortfalls and their impact.

Action Idea: Host a Letter-Writing Night with your PTA or community to draft emails and letters to local representatives.

2. Raise Awareness Through Storytelling

Share personal stories from families impacted by funding shortages or lack of inclusion.

Action Idea: Create a social media campaign or video series that highlights these stories. Share them with decision-makers, including legislators and school boards.

3. Promote Inclusion

Advocate for professional development for teachers on inclusion strategies and universal design for learning (UDL).

Action Idea: Partner with your PTA or district to host workshops or webinars led by experts in inclusive education.

4. Build Partnerships

Collaborate with disability advocacy organizations to amplify your voice and pool resources.

Action Idea: Organize a Community Resource Fair to connect families with special education resources and support services.

5. Increase Transparency and Accountability

Request clear reports on how special education funding is allocated and used in your district.

Action Idea: Advocate for the creation of a parent advisory group to provide feedback and oversee special education policies.

6. Engage in Legislative Advocacy

Participate in Washington State PTA’s Advocacy Week and meet with legislators to discuss funding and inclusion priorities.

Action Idea: Host an advocacy prep session to equip parents and students with the tools to effectively communicate their concerns.

By advocating for full funding, fostering inclusion, and creating accountability, we can work together to ensure every student with disabilities receives the education and support they deserve.
